No. Non-relocatable memory cannot be deleted so as a result copy-rename, OS 
quiesce, and driver suspend/resume functionality are not required.

Memory DR will require LDoms Manager and Firmware changes in addition
to what is in 1.2 so yeah, you'll need a new release (the 1.2 release
was brought forward sooner than what was planned when those ARC materials
were written).

It's definitely planned (and in progress) but a concrete release date
is not available yet.
