Yes. The VM management layer uses the libvirt C API as an isolation 
layer which thus provides a hypervisor agnostic management C API on top 
of virtualization specific drivers. The benefit here is that this 
enables applications such as virt-manager to be written independent of 
any particular hypervisor technology, although to my knowledge Xen is 
the primary platform.
