Other than if you configure ntp to do just that, no. :-)

Any time changes made to a guest domain only affect that guest, and will 
persist across a reboot or powercycle.  The mechanics of how that works are a 
bit complicated, and vary a bit from platform to platform due to different HW 
implementations of the RTC.  But the bottom line is that it is possible to 
change the real time of a single guest.
