Knowing the locations of members is helpful for many things ... not just HT/VT.
Years ago, when I was the Exec Sec, I wrote a program WardList (which has been rewritten as MLSRpt. One of the reports I generated was a family list sorted by zipcode.
It was fairly common for the Bishopric to get phone calls in the morning that somebody didn't have a ride that day. I would look up their records alphabetically, get their zipcode, and then give the Bishop a list of the other members in the same zipcode. If that didn't produce someone that could drive them, I would go to neighboring zipcodes.
While certainly inspiration is important for HT/VT assignments, as with all prayers, we are to study it out in our minds and then take our solution to the Lord. Knowing who is located near who is merely part of studying it out in our minds.
A couple of years ago, the Bishopric asked the Emerg. Prep chairman to develop plans. We divided the wards into regions, and then assigned division heads. Each family in the ward was assigned someone responsible for contacting them in case of a wide area emergency, and (if necessary) providing assistance. Where possible, we wanted someone who could walk and/or take a bike there in case travelling by car wasn't possible.
Again, the actual assignments were done by inspiration, but part of the information gathering was the locations of the families.
