Charles,

If you want to restrict edits to registered users only, it's a two-line
change in your LocalSettings.php file.  Alternatively, if you want to grant
edit access to only people you specifically approve, you can create a new
"group" in mediawiki, give edit rights to only members of that group, and
then you manually add new users that you approve to that group.  That's a
little more complex, but probably only 20 minutes.  

It looks like the MediaWiki developers are working on a captcha
implementation, but it's not available yet.

I could help you implement one of the first two approaches if you want.
