VLC (videolan.org) works on Windows; however, on their wiki, they warn you that in the U.S. you probably need to consult with your lawyer first to see if using their css decoding library would be considered legal.  Apparently, the libdvdcss library that VLC uses is legal under the DMCA in some cases but not in others.  It also tells you that to legally use the VLC Windows Codecs library in the U.S. requires a one-time $2.50 payment to MPEG LA.
