Agreed, but the answer to that lies in the question of who is
responsible for the data?
If it's SLC, then they will want to have final overwrite on the existing
base. If it's the
Ward/Stake, then the task falls to the clerks. Some one needs to own the
data at some
point in the exercise. Databases and locking merely enforce the policy.

My experience with the financial piece of MLS leads me to believe that
SLC is the owner
of the gold data, not the stake - and therefore they will overwrite to
bring my copy in line
with theirs. If it's different, then yes, more work is required at the
application level to resolve
this.
