update webconf.lrp to include a var/lib/lrpkg/webconf.version and .help
file, to make it similar to Bering-uClibc. If using Bering-uClibc, use
the one included with it, this is now just a convienience package. (This
one includes a webconf.exclude.list that should not be in a current
Bering-uClibc box.)
