not necessarily.
the header, layout and graphic are together in two functions.
As long as you don't want to put somekind of Interactivity on your
page, you don't need php.
The structure is like this
whatisbrowser function()
if it is link write html like this
other wise write html,table grafik navigation like this
Write the text ---- this is where a normal html style text comes
finish the HTML-browserdependent()
the only thing that has to change is the -- write the text -- part.

But it isn't much trouble for me to adapt another "simple" design to
a similar construct.
I will try to refine the code a little more, but the problem with the
scp slowed my trials
