Schools aren't essential facilities -- just things like hospitals, fire
stations, and airports ... things that cause people to die if they lose
power. So schools get blacked out just like ordinary folks.
Hospitals are trickier ... some have backup power generation capabilities
and have signed contracts that permit power interruptions to them in return
for lower rates. (Is this a good idea for hospitals? Beats me, but I guess
some hospital administrators thought it was.) They lost power here when
availability was limited.
