I read the first part, "Required Log Events", before I read the
part that said, "shall have the capability to log." Those appear
to be contradictory or complementary, depending on how you
interpret them. Because that list specifies that we log all
"deny" events the same way it specifies we log all the "accept"
events, I concluded that all those events must be logged.
