I agree, I tend to put things where I would expect to find them, since usr/local is for packages that are installed by the user, I don't see LRP packages as falling into that area.
I prefer it if every package put it's configuration files in a subdirectory of etc, used var for it's run and or spool files, and usr/bin, usr/sbin for it's binaries. However, leaf probably should conform with fhs 2.2 (http://www.pathname.com/fhs/), or some other standard.
