There are several implementations, but all are substandard, not actively developed, and two RFCs behind as of a few days ago (RFC2002 is the original, which 3220 obsoleted about a year ago, which 3344 obsoleted a few days ago; all of the implementations out there are based on 2002). Cisco does this. Linux does the hard part (IP in IP tunneling or GRE tunneling) in the kernel. The only remaining parts are socket apps: one for handling extended ICMP Router advertisements and solicitations (type 9 and 10, respectively) for what the RFC calls "Agent Discovery" and another for handling "Registrations," which is just a simple UDP socket app. Toshiba is going to release a Mobile IP-based mobility solution in a few months with a client that might be shipped on its notebooks free of charge. I am sure other notebook manufacturers wil be soon to follow.
