Everyone,
ViewCVS and pserver are back on-line.

https://sourceforge.net/docman/display_doc.php?docid=2352&group_id=1
(2003-01-17 12:27:38 - Project CVS Services) As of the morning of
2003-01-17, project CVS services have been restored (pserver-based
CVS repository access and ViewCVS (web-based) repository access had
previously been offline). A new limit has been established as that
no more than two pserver connections will be permitted at a time,
per IP address; this change has been made to ensure stability of
developer CVS access as we work to complete our scalability changes.
Additional scalability enhancements, including adjustments to our
per-IP connection limits, (to further improve CVS performance, both
for developer access and pserver-based access) will likely be
introduced during the next two weeks (watch this status page for
    details).
