This is correct. It was introduced around LRP 2.9.3 I think.

I don't think your assertion that "you have to change ... init.d scripts
to change your runlevels" is valid. The information stored in RCDLINKS is
equivalent to the symbolic links stored on a nonvolatile medium in a
"normal" distro, and nothing stops you from changing runlevels there.
These symbolic links are usually stored in "normal" package formats, as
well... just not in script variables. Keep in mind that the RCDLINKS
variable contains a series of symbolic link definitions, for a whatever
range of runlevels you desire.
Mixing programs and configuration in the same _file_ is a poor idea, but
the LRP package format has more significant flaws to criticize than this
one. Runlevels are almost never mucked with in a LEAF router, though the
activation sequence (S numbers) unfortunately sometimes have to be
adjusted for certain combinations of packages. Over time, most of these
sequence numbers have propagated back into the current released versions
of the packages, so even these adjustments are not so common now.
