As long as you have the proper *libc and a running compiler, chroot
works fine. I was running chroot to build most of the packages I did 
(antique now). It is probably considerably easier to just install and run
OE than to setup a chroot environment for compiling, so it may turn
out to be a preferrable option for many out there.

OE may provide some easier options for those who have wanted to
run a RISK or ARM -based system where a LEAF compiling environment 
hasn't been done outside of discussion.
