No, it doesn't (for that kind of change). A change to
buildtool/buildtool.pl, buildtool/buildpacket,pl or anything inside the
buildtool/buildtool and buildtool/conf directories is only picked up by
doing a "cvs update"

Regarding picking up changes in package setups - this is a case where
"buildtool.pl -f" might work. But since dependencies aren't honoured
(and packages depending on something that's being rebuilt aren't tagged
as "dirty" or something like that) I would not rely on it.

If you want to be sure and you don't exactly know the implications of a
change, the safe way is to check out buildtool and rebuild everything.
No need to complain (it's surely not nice, and several people have
complained about it before) - that's the way it is right now, and I
don't know of anybody willing to put in the time that would be required
to change it.
