Trac is used a tool for bugtracking, roadmap and todo-list.

Some tickets depend on changes that may break 4.0.x, so they are targeted 4.1, 
some  aren't that urgent and can be done/released later than 4.1.

Sometimes we do a release without having closed all tickets (like "cleanup 
this or that", "write a wiki chapter for x"), so they are moved to next 
milestone. They aren't forgotten, but they are no showstoppers for doing a new 
release.
