First of all you need the code to be inserted in initmod, e.g. the module code, which you don't if it is compiled into the kernel, then you need something that detects the dependency and acts accordingly maybe even with some error detection and reporting. No way to save space that way, neither to save development cicles. Indeed compiling a few important ubiquitous drivers into the kernel is a good way as the kernel is well compressed on flash.
