I suggest to drop config.cgi and keyboard.cgi completely, for the
following reasons.

The only use for config.cgi is in interaction with lrcfg.backup. There
is no effect on the backup operation in webconf. It is better to check
and handle space constraints in backup.cgi.

For keyboard.cgi it is the same, it only affects CLI mode and if someone
decides to use CLI he might as well set it there.

Both interfaces are misleading for the webconf user.
