mpg123: change buildtool.* to build packages for all toolchains and package
accordingly
While this is not an package impotant in any way yet, it is a testbed how
to:
1) compile and package binaries and libs optimized for a given toolchain
(armv8a, x86_64,...)
2) and even more how to build and package optimized for different CPUs
within a toolchain (mmx, 3dnow,...
in the i486 toolchain)
