initrd: fix root.linuxrc to fix mssing permission to unpack packages with
unsafe symlinks
busybox 1.28.0 added a new feature to prevent "unsafe symlinks".
We need to set EXTRACT_UNSAFE_SYMLINKS to get back the previous behaviour
we rely on.
It probaly needs to be added to apkg -i/-u as well...
