squid: improve restart in startup script /etc/init.d/squid
Remove the hard sleep in stop and test for squid.pid after stop and before
start.
By default squid needs 30 seconds to finally shutting down while waiting
client requests are complete, last step will be removing squid.pid
To speed up shutdown the variable "shutdown_lifetime time-specification" in
squid.conf
(e.g. shutdown_lifetime 1 for immediate shutdown)
