This would prevent *ALL* communication with the device (reads and writes), and would probably be more gracefully handled by various drivers, BIOS, and other low-level stuff talking directly to the IDE device. Either should make the device unwritable.
As to the delay caused by inserting logic into one of the lines, you are correct to be concerned. I would probably use a pass-transistor sort of connection. These are basically digital switches, and have very little propogation delay when on (typically measured in pico-seconds), vs actual logic gates, which have delays in the nanosecond realm. Single-gate switches are available from a variety of sources, in small SMT packaging...I'd try TI and National Semi fisrt. Maybe something like TI's 74HCT1G66GW...
