That's a DHCP request.  The machine in question is inviting you to provide it with an IP address.  Also, the source address is an IP address in the private range, and so non-routable over the internet.  I'd say you're safe to just block and not log this kind of traffic.

Hi,  I have been getting flooded with this entry in my log...  is there
some way I can look up contact information for who has this ip and ask them
to stop the madness?  Or should i just set up a rule to not log it?
