Thanks for everyone's help.  Since I now got it working I though I should
share exactly what I did:

1. get and burn latest iso image
2. boot routerbox with cd, make sure a blank msdos formatted floppy is in
the drive.
3. rtfm and set everything up and backup as usual (generic step, I know)
4. mount the floppy and add the files pkgpath.cfg and lrpkg.cfg to the
floppy

--my pkgpath.cfg contents--
/dev/fd0:msdos

--my lrpkg.cfg contents--
etc,local,modules,ramlog,sshd,weblet

It was step 4 which I wasn't doing.  I found it at the bottom of the docs
page at
http://lrp.steinkuehler.net/files/LRP-CD/LRP-CD-20001109/LRP-CD-Readme.txt.
