It depends
on how much power is needed from the power supply. I am currently using
an old 486 dlc 40 mhz Cyrix machine as my LRP. I left the cooling fans running
in the tower case. Since the 486 is in the back room of my house I hardly
notice the noise from the fans. If I did object to the noise, then I would
put the LRP in a closet and shut the door. I prefer to leave the fans on,
they are there for a reason. Also I would not recommend leaving the computer
case open after disconnecting the cooling fans. At the higher cpu speeds
RF interference can happen with radios and televisions. Not to mention that
something could fall into the computer and short out something.

Yes:
Open up the power supply and either cut the wires to the fan or unplug
the fan.

I disconnected my PS fan and my PS started to overheat.
