I'm running a couple of systems with very similar setup, and have never had
a problem with the socks proxy, or ICQ crashing (ICQ 2000b & 2001b). Please
note that the Dachstein CD by default allocates larger ramdisks (12 Meg root
and 4 Meg /var/log) than the previous floppy version. I typically run CD
systems with 32 Megs of RAM, although 24 Megs or more should be OK.

If you continue to have problems, check the resources availble (free, df)
when you're having trouble, and report the results.
