Bad etiquette replying to myself, but since then I've discovered the the pci=biosirq is a kernel paramemeter, so I put it in the right place.
That got rid of the suggestion to use the statement, but PCI now complains about not finding devices 01:20, 01:28, 01:30 and 01:38. And IRQ is still set to 0 for the four NICs.
