I am not aware of any issues, when it comes to booting from DOM. 
In my experience they behave just like normal IDE disks, but i 
never used a "secure" version. Using loadable kernel modules for 
IDE support is not a problem, just make sure they are in  
/boot/lib/modules.

To avoid "lock" problems i would prefer to use a DOS 6.22 or a 
win95 bootdisk. (there's a lot of choice at http://www.bootdisk.com)

To make sure that it's not a PC or BIOS problem i would try to 
make it a bootable DOS disk. (sys c: and copy command.com 
form your dos-floppy)

I have been using syslinux 1.67 succesfully to do what you want to 
achieve.

The following parameter is in syslinux.cfg?
boot=/dev/hda1,msdos

Syslinux.cfg was not edited with a Windows editor by any 
chance?? Linux generally does NOT like that.
