You should read ftp://ftp.echogent.com/docs/FTP_and_Firewalls.pdf because this is a challenging problem that requires cooperation between your firewall and server to solve.
Depending on why you want ftp, you may find it better to use an alternative protocol like ssh (scp) or http.
