The "connection refused" message (almost) always comes from the destination 
host (the so-called "isp.com") and indicates that it is not accepting 
connections on that port (or at least not from your IP address). We have no 
way of knowing, of course, what authentication an unnamed ISP might 
require, so we're an unlikely source for the answer to "[d]oes my ISP need 
some authentication to send email[?]". Some do, and there are several ways 
they might do it; ask them.

To diagnose this problem with more detail, find a host that has a telnet 
client and use it to connect to the ISP's SMTP port,with this command ...

         telnet isp.com 25

... and see what response you get. You might also want to check the MX 
record for host "isp.com" to see if it redirects to a different FQN (I'd 
check this myself if you hadn't made that impossible by choosing to conceal 
information behind the obviously fake "[EMAIL PROTECTED]").
