Yes. Both client and server are provided on the LEAF Bering image.
Client:
The default one provided with Bering is pump:

This package is activated by default. Refer to the Bering installation guide.
But dhclient is  also available:

You can use Charles doc for it:

Server:
The one provided with Bering is strictly similar to the one provided with 
Dachstein. It's dhcpd.
