When I give svi ipsec restart in shell prompt, I get an error ipsec_setup: cannot find ipsec command -- 'restart' aborted. lsmod shows ipsec.o is loaded. ipsec is also listed in the LRP string of syslinux.cfg and the line does not exceed 255 characters.
