As others have pointed out, /usr/sbin/in.telnetd is not included in
Bering, because it is a security risk and sshd can handle everything you
would want to accomplish with in.telnetd, plus the ability to support file
transfers and other network operations. Inbound connections from ssh or
scp (putty / pscp on Windows hosts) provide better usability overall, even
if security is not an issue.
Nor is /usr/bin/telnet included, because this tool adds no useful function
to the router for maintenance, but unauthorized users would appreciate
having the additional tool if they were to penetrate the router.
Using telnet just because it is already installed in your hosts ignores
the simplicity of installing ssh/putty/scp/pscp and the advantages they
offer. If floppy disk space is an issue, note that in many cases sshd.lrp
will fit on a single floppy, but dual-floppy, cd, hard disk or solid-state
disk options are also available and worthwhile.
If you absolutely must use telnet, then I am sure you can find and install
telnetd.lrp, and check /var/log/syslog for inetd or firewall responses if
it still doesn't work.
