I've been successful in restarting shorewall through cron by redirecting 
stdout and stderr as follows:

*/10 * * * * /sbin/shorewall restart > /tmp/shoreout 2>&1

If redirection isn't used, the script is being stopped before it completes. It 
is stopping inside an "echo" statement and the lockfile isn't being released.
