Correct me if I'm wrong, but I don't think Microsoft operating
systems _prevent_ problems when two ethernet devices on the
same network segment share an address.  They just alert the user
to the fact that it is happening.

I believe arpwatch[1] could be used to do the same thing under
*nix operating systems.
