I haven't seen any responses to this yet. I waited to see if perhaps one of the Shorewall experts here would spot an "obvious" configuration error in the setup files you included. Since nobody has suggested one (I didn't see anything obvious, but I'm no Shorewall expert), let me suggest that a more normal and complete trouble report might get you a better response.
