Did you try and set your initialization string in /etc/chatscripts/provider?
As what your experiencing is 'exactly' what was happening to me. I just
couldn't connect! I looked everywhere , took the modem off, put it on a
windows box, connected no probs,,, made sure i had the right settings, took
it back to the linux box, no connect! It took me a while to get a 'good'
tech. on the phone (4-5 phone calls) who could tell me that my computer
wasn't responding back to the LCP requests sent by their server, thus the
link was never making it to the authentification stage , let alone start
ppp.
