This is the fix from the shorewall list that was posted earlier in this
thread:

The fix is to replace
var/lib/shorewall
by
var/lib/shorewall/ (notice the / at the end)
in /var/lib/lrpkg/shorwall.list
Or simply 'mkdir /var/lib/shorewall' prior to doing your first backup...
