Well, I'm still not sure what the problem was but it
is fixed now.  The two network cards I am using are
Netgear 310 and 311.  The two drivers I'm using are
natsemi and tulip.  I was using the 311 for my
internal network and the 310 for the external
(internet) network.  Well...finally I just switched
the two cards spots.  I now use the 310 for the
internal and the 311 for the external and that fixed
the problem.
I have absolutely no idea what I did...but it worked.
