Absolutely. For small DNS server that only serve a few of domains, all you have to do is using the simple add-* script, may be sometimes editing the data file directly, but that's all about it. For heavy users, with web administration or a lot of data file managing, you have to install at least web server, perl or php, and so on. Some useful utilities from www.djbns.org also uses perl.
