Considering the big difference in speed it's most likely you are experiencing a duplex problem. Probably one device is talking full-duplex to another device in half-duplex mode. The retransmits caused by this conflict would show a similar speed drop. But it could also be a bad NIC, dirty connectors, bad cabling, a routing problem etc.
