A couple of things:

The CBQ code that you are using was hacked together to test traffic shaping under Shorewall 1.2.0 -- to my knowledge it hasn't been used since (I personally have not run it since I released 1.2.0). So it is entirely possible that the 'tc' commands that it is generating are no longer valid or complete when running with today's kernels and iproute package. I personally use HTB and encourage others to do the same.

As always, when you are having problems starting Shorewall you should follow the instructions at http://shorewall.sf.net/troubleshoot.htm under "If the Firewall fails to Start".
