The ntpd normally does not put a heavy load on the uplink servers as the (default) minimum polling interval is 64s. So if you are running a ntpd on your Bering box that should be OK. All your other systems should now query your Bering system for time. That way your above stratum NTP server should be happy and the administrator will not complain.
