I was wondering if you ever got any help with
this Ronny?  It seems like a common question.

Are you sure shorewall can't do it?  I mean if you
have some intersting static NAT going on or maybe
MAC based filtering and you make a special chain for
that, are you sure you can't throttle a chain?

I'm just shooting in the dark because I'm not familiar
with tc, but I was sort of surprised when I first read
your post to find throttling by IP *wasn't* possible.
