You can't force i/o or irq with PCI cards that I know of. The pci cards are
generally loaded in the order that the modules are loaded in and/or order
of the PCI-slots on the motherboard. Either switching the order that the
modules are listed in /etc/modules or switching slots on the PCI-bus should
correct the order for you.
