I am not german, nor do I use ntpdate.  However, it is very unlikely that
the problem is ntpdate because that package is completely unrelated to
local time representation.

No, if they function at all, they get the correct time... they both get
UTC... always.  Your system is responsible for converting UTC to your
local time... and that conversion is independent of the package you use to
synchronize your system clock.
