I'm not really a snmp expert, but you can try a few things to 
pinpoint the exact problem.

In the netsnmpd config you can set the following options in the 
default file for logging to /var/log/daemon.log (restart snmpd after 
setting these options).

# snmpd options (use syslog, close stdin/out/err).
SNMPDOPTS='-s -l /dev/null -P /var/run/snmpd.pid'
#SNMPDOPTS=

You have to open port 161 (udp and tcp?) in shorewall to let snmp 
traffic from your local net to your firewall through:

ACCEPT  loc  fw  udp  161
ACCEPT  loc  fw  tcp  161

(I'm not sure about tcp, but you can always remove it later)

Snmpd is compiled with libwrap support, so check your hosts.allow and 
hosts.deny files if traffic from your local network is accepted.
