Once you've got that build (note you can build a static binary on any linux system if you don't have a LEAF build environment handy), use the -F option to force the link mode. More information on the diag page:

I had to do this with a tulip based card to get it to run full-duplex at a colo site where the 100 MBit switches didn't support auto-negotiation, and it worked like a champ.
